RE: your comment about people standing by waiting for approval from others before doing something; this is very much a generalization but have experienced instances of individuals who speak up right away. And can recall tragic instance a year or so ago in the northwest USA when some men were murdered by a racist who was harassing two women of color and they spoke up. It is scary out there.
