When the second plane hit and it became instantly clear it wasn’t an accident, the actual emergency of it became everyone’s awareness in the city. Anyone watching TV or listening to radio was hearing nothing but Twin Towers, an emergency alert would’ve just interrupted whatever reporting was going on moment to moment.

When the second plane hit and it became instantly clear it wasn’t an accident, the actual emergency of it became everyone’s awareness in the city. Anyone watching TV or listening to radio was hearing nothing but Twin Towers, an emergency alert would’ve just interrupted whatever reporting was going on moment to moment.
