Officially it's the Washington's Birthday Uniform Holiday, although a lot of people have taken to call it "President's Day" to take in Lincoln's birthday as well.

@Sean: Both of the two greatest early US presidents, Washington and Lincoln, were born in February. Both of their birthdays used to be holidays, but they would be on different days of the week every year. Somewhere in maybe the 1970s, the federal holidays were rearranged so as many as possible of them fell on Mondays, to make long weekends for Monday-to-Friday workers (most people). (Not July 4th, whose name would make it seem weird to have it on a different day from the 4th.) Presidents Day is always a Monday in February.

Federal holidays do not need to be observed by any individual state or private entity. They are paid days off for federal workers. But often unions and businesses use federal holidays as a template for their own paid-holiday schedule...
