Well, they tax them, but they're earnings, not salary. They're guessing "annual salary", not "annual earnings", so any money from stocks, welfare, insurance claims etc. wouldn't count.

Ken et al created Auricle. Ken was the well off one, though. My best guess from seeing the inside of individual-founded nonprofits would be that Ken kicks in some trust fund money if there's a shortfall in the annual budget. He created Auricale and kicks in money because he believes in what the station does, and does it himself. But the money available for that without zeroing out the fund principle is not huge. So most ongoing expenses have to be covered by ongoing donations and grants.
