Sounds like the school district I worked for. They had to spend their allotted budget or the next year they'd get less. Such waste.

I was ordered to throw out cases of unopened books K level stuff that really doesn't change much year to year.

When I asked if they could be donated they laughed & said "too expensive"

I asked if I could take some books home for people I knew with young kids.

They said "NO, they're paid for by the taxpayer."

I said, "Well I've been a taxpayer in the district for 25 years soooo"

I'll never forget my Dad sitting there listening to the sales pitch which ended in a price tag of around $300.00.

With regard to encyclopedias, my mom took the bait from a door-to-door salesman and signed us up for a set of World Book. The day the box arrived, she had decided to change her mind about being able to afford these books. I stared at that big, beautiful box for 3 days before we got it returned at the post office. So frustrating. Our neighbors had the Funk & Wagnall's encyclopedia, which I borrowed many times for school reports. My best friend in junior high announced less than 5 minutes after meeting him that he had already read the World Book cover to cover, A to Z! Ask me if I was jealous!!

The second oldest, the one who was a teacher and librarian, taught me how to read when I was 3 and those encyclopedias were heaven.
