The content of this personal record leads me to believe that it is a souvenir from the Empire State Building. This record was played on a 1906 Victor II phonograph with the prerequisite wooden needle. I have now discovered that you can play these kinds of records on a more modern 78 player with the needle that you would play any other 78 record with.
